Biography of Len Tokar

• Currently working as an Associate Manager for Public Consulting Group, a consulting firm that provides business planning services to government clients in the areas of information technology, health, and human services programs.
• Has demonstrated expertise in team building and leadership, change management, organizational development, and quality/performance improvement.
• Has experience in recruiting, hiring, and training winning project teams in compressed contract time periods.
• Responsible for Federal business development and management of the GSA MSA schedule.
• Vice Chair of the Military Network Employee Resource Group (ERG), a group that supports the professional development and well-being of employees with military backgrounds.
• Served as a Lieutenant Colonel in the US Army, retired in 2002 after 20 years of service.
• Participated in tactical combat in Operation Desert Shield/Storm, 3rd Armored Division (Saudi Arabia, Iraq, Kuwait, 1990-1991) as a Field Artillery Battery Commander.
• Participated in operational combat for Operation Allied Force, US European Command J3 (Kosovo, 1999) as a staff officer.
• Commanded a battalion of Army recruiters (Army Recruiting Command, Harrisburg PA Army Recruiting Battalion) and achieved 100% of the assigned mission.
• Commanded two Field Artillery batteries (M203 Howitzer in Germany and MLRS in Germany and Desert Shield/Desert Storm) and ensured the readiness and safety of the soldiers and equipment.
