James H. Moore, Jr. is a native of West Point, Mississippi, and is a Partner in KPMG’s Tysons Corner office and serves as the Co-chair for the Veteran BRG. Dr. Moore retired from the U.S. Army Reserves as a Lieutenant Colonel, a Bronze Star recipient, and a wartime veteran.

He is an accomplished and results-oriented Labor Economist with a strong record of overseeing and improving federal and state education, social programs, and workforce development programs. He has over 25 years of proven skills in project management, program evaluation, labor economics, labor policy, research and survey methodology, regulation analysis, and quantitative research. Dr. Moore’s current work focuses on supporting executives and senior management on key business initiatives and uses advanced data analytics and modeling to analyze procedures, processes, and practices to inform decision-making.

Before joining KPMG, Dr. Moore held several key positions that showcased his versatility and depth of experience. As the Senior Vice President for IMPAQ International, he designed and implemented research and evaluation studies on workforce development, worker protection, education, and international development programs. He also served as the Deputy Assistant Secretary in the U.S. Department of Labor’s Office of the Assistant Secretary for Policy, advising and assisting the Secretary, Deputy Secretary, and departmental leadership on policy development, regulations, and legislation.

Dr. Moore is the former Deputy Commissioner for the New Jersey Department of Labor and the former Deputy Director and Chief Economist for the District of Columbia Department of Employment Services. In these roles, Dr. Moore oversaw the state’s unemployment insurance and workforce development programs. He has served on numerous boards and commissions and initiated several innovative workforce development programs to advance training and re-employment services and improve responsiveness to the business community.

Dr. Moore serves on several boards (Rutgers University Heldrich Center National Advisory Board, Hood College Doctoral Program in Organizational Leadership Advisory Board, Living Classrooms, Martha’s Table, Beta Rho Foundation, and Uplift Foundation).

Dr. Moore’s academic journey includes a Bachelor of Science in Business Administration from Mississippi Valley State University, a Master of Science in Economics from Virginia State University, and a Ph.D. in Economics from Howard University. He is a life member of the Omega Psi Phi fraternity. Dr. Moore’s personal life is equally important to him. He resides in Bowie, Maryland, with his wife and two daughters, and has one adult daughter living in Mesquite, Texas.
